apparently a bunch of Australia Scientists with a radio telescope array heard a blip from 4 billion light years away Thursday morning AEST.

I'm sure radio telescopes pick up all sorts of blips from 4 billion light years away. What is so special about this one?

If they're anything like us, there's a fair chance that they didn't survive the last 4bn years, so we're in effect speaking to "dead men".  Either that, or as is probably more likely, it's some kind of natural phenomenon that gives the appearance of regularity.  It's happened before, so it's possible :)
