It looks like a RAIDS (Rangeless Airborne Instrumented Debriefing System) ACMI pod fitted with a pair of ballast weights - if you looks at pictures of RAF Typhoons you will often see them carrying with the same type of pod fitted with three weighted collars.

Thanks Richard; I thought that the collars might be ballast weights, now I'll follow up your suggestion to look at Typhoon pictuers.
