What do people consider is the most realistic way to make a sea scape for a 1/700 waterline warship under power?

Plenty of good options out there, and so in many ways it comes down to your preference and what materials you have to hand. For dynamic seas xps foam as the base core is a popular place to start as this can bw worked to create waves, etc and easily allows for full hull models to be placed "into" the water.

The foam can be textured, finished, and then sealed or it can be used as a base with a surface applied. Watercolour paper, scrunched foil, paper mache, or modeling clay can all be used and some more than others allow the modeler to sculpt waves and particularly wake patterns.

 

The seascape itself needs to be well painted and then varnished, so that it has a smooth and reflective surface that catches the light.

 

Have a look in the WIP section for waterline models as a good many of the guys will show the methods they use within the build. Find a couple you like the look of and go from there.
