If it's not affecting too many people, we could try a "buddy" system if people are willing. So people using Imgur could (for instance) e-mail their pics to a "buddy" who is not using the same hosting site who could then embed the pics for them? Again, a bit of a hassle. I think the UK legislation is well meant (trying to protect young people from "bad stuff") but has this un-intended consequence where some actors (Imgur in this case) are unwilling to bear the cost and hassle of complying, so simply withdraw the service.
