To me the inclusion of these mounting plates seems like a sensible engineering choice to me. If they were omitted you'd need to have a whole new mould for that sprue for the RAF versions. The clearly adds expense for little gain, especially as they can be easily sanded off by the modeller. The instructions just need to state this.
