I had a chat with an ex 100 squadron Victor Nav/Plotter in about 1970 who told me that Blue Steel was never officially cleared for service. There's a two volume published official history of the the UK's nuclear deterrent up to 1970, written by Matthew Jones, that might be worth your while. It's a little on the pricey side, however, even in paperback form. The first page of Vol 2, chapter 1, states that in 1964, the RAF had 9 Vulcan and 4 Victor bomber squadrons, of which three Vulcan and two Victor squadrons were armed with Blue Steel, a weapon with a range of 100 miles.
