When a new squadron is re activated there is apparently a pecking order based on how long it’s been active in the past. This does not include time as a shadow squadron in an FTS for example. Trevor Given we've seen 19 and 78 reform in the past week or so (under ATC/Battle Space Management groups) 74 might appear again, but as you say I suspect without aircraft.
