Likely for armed maritime patrols against their favorite enemy, Pakistan, and their new emerging foe, China.  China's maritime capabilities are expanding considerably, and the Indian government is wary of them, even if there are no bilateral maritime disputes as such.  Their land border disputes are quite real.

I have nothing against either country as a whole, but I don't know what goes behind borders and closed doors. My concern is the people on the ground. The governments like to play.

They certainly have. And of course there is the IL-38! Great stuff! I remember seeing them in Goa a few times as well as the Tu-142s at Yelahanka as part of the opening flypasts. Fantastic!
