Humbrol Enamel Washes

On the cusp of buying some of this stuff but want to check first regarding their application

 

I asked Hannants if they can be safely applied over enamel paint/varnish and they gave me a link to Humbrol which says it can be applied to both enamel and acrylic surfaces BUT it can be thinned using Enamel Thinners. Perhaps I'm being a bit too cautious here but surely if it is/can be thinned using enamel thinners this means it is oil based and will therefore attack enamel surfaces, or is there another explanation possibly as I don't know exactly what the constituent chemicals are?
