It's the 1/1000 Grissom suped up with a Refit's nacelles, torpedo bay and bridge dome to become a Dominion War torpedo boat. Just one of many of the hashed together designs Star Fleet through out there to fight while they were losing ground. Highly manouverable probably A huge complememt of quantum torpedos I hope! So, enter a staple of naval history: lashup of existing decommisioned ships still extant. There's a sad part to this: small corvettes and torpedo boats are (let's be up front with this) disposable. So the crews are (probably) young, enthusiastic, with little experience. The officers probably have a handle on what the survival rate might be. In DS 9 sixth season episode 6 "Sacrifice of Angels" Starfleet uses about 70% of the Miranda class light destroyers (themselves improved Reliant class ships) to open a gap in the Dominion fleet battleline. But she helped take out several Jem'hadar raiders and even a battleship, though the battleship was her last fight. With her consort ship, USS Exeter, damaged and trying to withdraw, and her own warp drive failing, her skipper, Commander Theodore Raimi, set the Joxer on autopilot and had his crew abandon ship. Joxer rammed the battleship amidships and her remaining torpedoes detonated, taking it out.
