Just as with the KC-135, KC-10, and the new KC-46, they are primarily tankers but can also fly regular cargo missions. I can't see them using a VIP bird to pass gas. Not being American, I am aware that I don't think American so some of my ideas as you have pointed out would never cross an American mind. Here in Blighty the government do have a VIP transport that is a tanker for its day job so to speak, so you can see why I am asking questions of those more knowledgeable than I on USAF aircraft and policy.
