Model railways has to be the place to locate alternatives.

 

Dapols figures are ex-airfix & they currently list 3 different sets - Workmen, Platform Figues & Station Accessories all @ much better prices than the originals now command.

 

A good place to see what's available is Gaugemasters - have a rummage around their site as they cover both 'OO' & 'HO' (the later being smaller)

 

Have just located these which look to be well detailed an @ just over £7 for 72 figures look to be good value

Airfix have done two sets of Civilian figures. Originally they released a set in their polythene figures range sometime in the late 1950's. When they developed their model railway range in the mid 1970's, they produced a new set of a much better standard, not sure if they were ever released under the Airfix label.

Presier figures are definitely the gold standard. Their moulding process produces incredible detail that many manufacturers struggle to replicate even in resin or etch.

 

However most of their figures only come prepainted and they are usually 1/87 scale (HO) which means they are noticeably smaller than 1/72 or 1/76 figures when placed side by side.

For me, scale differences are not much of a problem with civilians. People come in all shapes and sizes (we're not all a regulation height) and without fixed items (such as rifles or machine guns) the differences can be overlooked.

Preiser also manufacture naked anatomical figure sets where you can mix and match arms legs etc to get the pose you want and then scratch build clothing on them.

Have looked at these for one or two projects. Prohibitively expensive though, considering the moulds are now many, many years old!
