I agree with Nick, Precision Ice and Snow.

do read their manuals and advice, the results can be very realistic.

 Heavy snow falls take time and patience to build, but lighter falls and dustings may tell your story as well or better.

For a sprinkling of snow, I use Bicarbonate of Soda:

which, for thicker snow, I bulk it up with PVA glue:

I've tried the Precision Ice and Snow. It works fine but I couldn't see the claimed prismatic effect.

 

That might be my old eyes though. Had I been able to notice the effect I would have been happy paying the price.

 

The bicarb and PVA shown above looks fantastic. I'll be giving that method a go next time I need snow.

Interesting to see the different approaches. It's something I've always fancied, but have shied away in fear of making it look messy, except for a Hecker & Goros figure (Austrian artillery officer) whose base has a small patch of 'snow' moulded onto it.

Didn't end well, and the less said about that, the better.
