I don't think there is any external threat that would trigger such a purchase. Argentina still operates 28 ancient AMX-VCIs so it must be assumed that these Strykers will replace those. Argentina doesn't have any wheeled APCs, which have much better strategic mobilty than tracked, something missing from their force laydown. Argentina is a large country, at least North-South. It might imply a willingness to engage more in international operations. They bought 4 Chinese WZ551s for use in Haiti on the UN mission. While not mentioned in the document it is possible that the US is funding this through a loan or subsidy. This is an FMS sale approval. Funding would be a separate approval.
