US NAVY F-4 Store Identification

If anyone can identify the short stubbed pod (with the VF-21 marking on it) closest to camera would be appreciated

 

By the zaps/markings on it am guessing most likely a baggage pod? 

 

I doubt it is a fuel tank as have never seen an F4 with any fuel tank on that station normally reserved for bombs, rocket pods, baggage pods etc...

What about a Mk.4 HIPEG Pod with the gun-port removed and the pod reversed and converted to use as a Travel Pod , a lot of the gun-pods were built but not too widely used from what I have read.

Very useful load out diagrams in that, though I wish they had some photos to go with the stores particularly the baggage pods, interesting to note that the Airforce F4 baggage pods are not listed (as far as I can see anyway) so I have to now ask did Navy Phantoms use Airforce versions of the baggage pod at all?

Strictly speaking, the CTU was a high-speed aerial delivery container that incorporated a parachute. It’s possible that it was repurposed as a cargo pod but I doubt it.

Yes the Navy did use old napalm as luggage pods:

as for the first pic, i do believe they did use the containers as larger cargo pods, mainly for cargo rather than baggage since it was loaded on he inboard pylon directly so there was no way of dropping them in flight from what i understand. Tommy probably knows better.
