I had to study this question. 

 

As can be  seen from this article, 12 first F-15s were short speed brake:

As we know  from serial number:

 

71-0280 - 71-0281

it's two F-15A-1-MC

71-0282 - 71-0284

it's three  F-15A-2-MC

71-0285 - 71-0286

it's two  F-15A-3-MC

71-0287 - 71-0289

it's three  F-15A-4-MC

71-0290 - F-15B-3-MC

71-0291 - F-15B-4-MC

Total 12 prototype's.

 

Thus, we can hardly attribute the F-15 with short speed brake  to serial aircraft.
