I did an airfield dio recently that included embankments – for the core I used insulation foam which I liberated from a skip and then to cover that I got some earth from the garden dried it in the oven for about 30 mins and the sieved it – don't sieve it too fine, it looks better with some lumpy bits. Then mix with slightly dilute PVA glue and spread on the surface. Don't make it too thick or it will crack.When it dries you don't even have to paint it. If you use static grass on the top, sprinkle some dried soil onto the applied grass while the glue is still wet.
