apparently a bunch of Australia Scientists with a radio telescope array heard a blip from 4 billion light years away Thursday morning AEST.

If they're anything like us, there's a fair chance that they didn't survive the last 4bn years, so we're in effect speaking to "dead men".  Either that, or as is probably more likely, it's some kind of natural phenomenon that gives the appearance of regularity.  It's happened before, so it's possible :)
