Certainly not to the ground.  Sometimes they were angled individually to give a spread of shot, although this seems to have been more common in Coastal Command (with bigger targets?) than 2 TAF.

I think the OP means looking from the front - i.e. should the rails 'hang' straight down, or should they be 90 degrees to the bottom surface of the wing.
