what was used before foam peanuts & plastic air-bags?

excelsior ( https://en.wikipedia.org/wiki/Wood_wool) comes to mind, but what would replicate it in 1:35 scale?

I remember cosmoline and wrinkly wrapping paper, but neither would provide cushion in a shipping crate.

Items were usually packed with straw in the crates in those days.

Sawdust or wood shavings, newspaper, straw. Depends on the when, what and where.

 

Can't help with the scale effect, except to advise that you look in odd places and think a bit laterally.

Before you can really answer this question, you have to ask the question; "What are you shipping?"

Is it an airplane engine, a bomb or a bombsight?  

If you just want excelsior (or whatever you guys call it over there), then I'd try a coarse plant fibre like old hemp rope.

Heavy things would have been fixed to a (probably) wooden framework inside the crate.  Small items - I recall older car parts being wrapped in brown oil impregnated paper - at least that's what it seemed like.
