Group Build and Single Type Group Build thresholds

In the past we have authorised Group Builds on the basis that for a Group Build we had to have 15 interested members and two hosts and for Single Type Group Builds five interested members and one host.

After discussions with Mike and the other Mods we have decided to increase the number of interested members to 30 for Group Build and 25 interested members for Single Type Group Builds.

This change in the conditions will NOT effect GBs and STGBs that have already been approved and that have a date.
