Decal on decal

If it's a large/same size decal that's going over the other, seal it with a thin coat of gloss varnish before you apply the next one.

That is if your worried it may lift the first one when you apply any decal solution to get it to lay down over the kit detail

Oh right, It's fuselage windows going over a fuselage stripe. Would Klear be any good?

When you're adding the red centres to two piece RAF decals, this is exactly what you're doing. I bed my decals in a slightly dilute Klear soln. This dries reasonably quickly, I then apply the red bit just as I did the outer rings. I've never had any hassles with this.
