Perhaps the Spanish / Moroccan boxing will be repopped as well.

I like it. Am assuming the blue wings on the decal represent the clear bits to go over red wings. A lot of clear film which would benefit from a trim.

Yes that's just the artwork for the decals where they've used blue to show where the carrier film goes. That's a lot of carrier film on the wings, they might have been better of doing the crowns (?) separately.

But if they wanted to make it easy for the modeller like that they might as well printed the red on the carrier film since it's there anyway and then you wouldn't have to worry about painting the red and matching it to the decal red. They've done it for the fin but not the wing or tail ( not sure where the yellow is for the fin though? ).

Yes, and that would make the most sense. If this isn't some kind of printing error, it looks like the decals for the vertical stabilizer don't have yellow elements, only 65. The design of these decals doesn't look like the best thought out. The modeller has to match both yellow and red paint to the decals.
