Vegas had two stage descent module, landing module and free floating aerostat those gondola is depicted. It is hard to tell whether it is Vega-1 or Vega-2 as they were identical. The card appears to be the acknowledgement from Ho Chi Minh and it was unusual because the US was at war with North Vietnam at the time.
