If I recall correctly, the purchase of a COIN aircraft for Afghanistan (& Lebanon) was a USAF-run project (Light Air Strike LAS), with a competitive tender. This resulted in the selection of the A-29: this process withstood the (inevitable) recompete after the protest by Beechcraft (AT-6 manufacturer).
