It's been pushed heavily among invested interest groups who would rather the money be spent in their area of concern. This could be a baby step towards drawing down the ESA as governments faced with declining tax revenues either have to aggressively go after tax evaders/avoiders or cut back spending. Just a jaded reality check from one who has been here before with consultations that are engineered to support a pre-decided plan or just ignored 'for the greater interests' if they don't conform.
