As all the nations listed have relatively small air arms Purchases of small batches of weapons for each air force can be quite costly. quite simply the more you buy the cheaper it is. They have therefore "clubbed together" (via NATO) to purchase much larger batches of these weapons which drives down the unit cost of the weaponry and they can all benefit from lower costs.
