The scene portrays the Eugen a day before bomb test Able at Bikini Island and most of the crew is waiting to disembark. Enjoy the pics. The base is whatever you want, I use Styrofoam, covered with just regular printer paper applied with thinned white glue which wrinkles the paper. I go over this with a medium acrylic gel used for artist paints. Once this is done, I paint the surface and apply several coats of acrylic high gloss varnish. This gives the water the depth and the shine you'r are looking for. I was in the same boat a year or two back and just couldn't figure out how to get the water to look that way.
